His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, congratulated Egyptian President Abdel Fattah Al-Sisi on the victory of Minister of Planning and Economic Development Hala Al-Saeed as the best minister in the Arab world.

His Highness wrote on his personal account on the social networking site “Twitter” writing: “I congratulate His Excellency President Abdel Fattah Al-Sisi for the victory of Minister of Planning and Economic Development Hala Al-Saeed as the best minister in the Arab world .. Governmental development during the era of President Abdel Fattah El-Sisi is making measured leaps.”


Hala Al-Saeed is the Dean of the Faculty of Economics and Political Sciences. She was born in May 1957 in Dakahlia Governorate, and she is the daughter of the Minister of Electricity and the High Dam in 1970, Engineer Helmy Al-Saeed.



She obtained a Ph.D. in economics from the Faculty of Economics and Political Science, Cairo University during 1989. She also obtained a master's degree in economics with excellent grade from the Faculty of Economics and Political Science, Cairo University during 1983. In addition, she obtained a very good BA in economics with honors from the Faculty of Economics. And political science - Cairo University in 1978.


Al-Saeed participated in managing the project, "The First National Survey of Small and Medium Enterprises in Egypt" (2009-2011). In cooperation with the Central Bank of Egypt and the Central Agency for Public Mobilization and Statistics. She also participated in laying out the general features of the first national strategy for microfinance, in cooperation with the United Nations Development Program, USAID, and the German Construction Bank during 2005.


She held many positions other than being the first elected dean of the Faculty of Economics and Political Science. She worked as a member of the Board of Directors of the Central Bank of Egypt as of December 2015. And a member of the Board of Directors of the Middle East News Agency, and the Board of Directors of the Egyptian Banking Institute of the Central Bank of Egypt as of 2012. She also served as a member of the Economic Council of the Academy of Scientific Research and Technology from 2001 until 2009.


Al-Saeed has participated in preparing many studies and research on the Egyptian economy. And honored by many universities, including Cairo University and the American University. As well as the Second International Conference on Scientific Research and its Applications.


Recently, Al-Saeed attended a meeting with the Prime Minister, where he met with all Egyptian economists last October. She revealed that the meeting discussed the government's integrated program for economic reform and social protection programs. She stressed that the initiative launched by the Prime Minister to communicate with experts is a very important step, especially since in any period of difficult challenges, the communication component remains one of the important elements to face the challenges.
