A North Carolina police officer is under investigation after allegations that a dog was hanged via his own chain and violently beaten.
In the footage, the officer appears to be strangling and beating the dog while someone laughs in the background, saying, "We are fine, no witnesses."
The Police Department "administratively separated the officer" after torturing the police dog named Zoll.
An external agency is investigating the incident "to ensure that the review is impartial and provides a complete, comprehensive and fair assessment of the incident."
The dog Zoll had jumped from his team's car during a training exercise, which was said to annoy the policeman.
