The Egyptian Cabinet approved a bill to amend some provisions of Penal Code No. 58 of 1937, and to establish a deterrent punishment for crimes of female genital mutilation.

According to the seventh day, the amendment in Article (242 bis) stipulates that whoever performs a female circumcision by removing part of her genitals or by removing, altering, or mutilating, or inflicting injuries to those organs, shall be punished with imprisonment for a period of no less than five years. That act is a permanent disability, the punishment is temporary hard labor, for a period of no less than 7 years, but if the act leads to death, the punishment is temporary hard labor, for a period of not less than 10 years.


The amendment also stipulated in this article that the punishment shall be temporary hard labor if the person who performed the circumcision was a doctor or practicing the profession of nursing, and if his crime resulted in a permanent disability, the penalty shall be temporary hard labor for a period of not less than 10 years, but if the act leads to death, the penalty is imprisonment. Aggravated for a period of not less than 15 years and not exceeding 20 years.


According to the amendment, the court shall rule, in addition to the aforementioned penalties, to dismiss the offender from his princely position for a period not exceeding 5 years if the crime was committed because of or in connection with the performance of his job, and to deprive the perpetrator from practicing the profession for a similar period, and to close the private facility in which the circumcision was performed, and if it was licensed The period of closure shall be equal to the period of prevention from practicing the profession.


The amendments also stipulate that whoever requests female circumcision and is circumcised at his request shall be punished with imprisonment, and whoever promotes, encourages, or advocates in one of the methods set forth in Article (171) to commit the crime of female circumcision even if his act has no effect.
